Senators Hall and Kessler moved to amend the bill on page nine, section four, line one hundred sixty-eight, by changing the period to a colon and inserting the following proviso:  Provided, however, That any such tax credit may only be applied to the person’s personal income tax due to the state during the tax year in which the fees were paid.
